5 “Lifelong Learning” - Continuous education in Forestry
It is long term systematic approach to keep employees in forest sector on high and updated knowledge level in all aspects of forest sector It focus on all three important group of employees in forest sector (Forest engineers, forest technicians and forest workers- horizontal level) It focus on beginning of formal education for all three groups and goes via a trainee period up to a systematic postgraduate training (vertical level) It is foreseen that Forest Chamber is coordination entity for all elements of continuous education in forestry sector with their expert committees (as it is given in illustration on the next slides)

10 forest workers – need for an improved education
Estimated number of forest workers in private companies in Serbia is 4,500-5,000 (part time jobs included) Work volume for ca skilled professional forest worker Knowledge and skills- mostly with primary school, short training or with no formal education Due to lack of education, or poor knowledge, damage is often made in forest, which affects economic performances of the company, and environment Work tools and techniques – mostly out of date Protection at work – although there is legal duty, it is often avoided or improvised The problem of employment in accordance with the Law on Labour Those are mostly periodic workers Often from the neighbour countries (Bosnia) with the work allowance and registration problems

15 Proposal for change in formal education for forest technicians and forest workers
There were 2 options for the formal education of forest technicians and forest workers at the Technical Schools: First option - Formal education in dual system for forest workers (3 years) parallel with dual education of forest technicians (4 years). It is focus on much more practical work of both profiles in company than now Second option - Formal education of forest workers and forest technicians integrated (dual education) in one profile (after 3 years of formal education pupils can leave and become formal good educated forest workers and those who want to become forest technicians goes for one more study year (Both options are given in next slide) After consulting with ministry of education first option is only possible at the moment.

19 Concept of vocational and post graduate training for forest technicians
Proposal is that after 4 years of existing or formal dual system of education forest technicians get diplom of forest technicians (FT) After formal 4 year of education FT should get possibility to spend 6 month or 1 year in forest company as trainee based on unique program prepared by Forest Chamber After trainee period 6 month or 1 year in forest company each trainee can pass trainee exam organized by Forest Chamber and Forest companies FT after this formal act they get certification from Forestry Chamber , FT can further attend postgraduate training in area they are interested and working. Forestry Chamber through Expert committee responsible for training od forest technicans prepare catalogue of courses for next year for FT Forestry Chamber also prepare through Expert committee training course catalogue for forest worker and in many of the courses it will be overlaping with courses with FT. Outlook of the long term education of FT is given in next slide

24 Postgraduate Training for Forest Worker
The technical schools in Serbia are supporting the development of a 3 years forest worker education in a dual system based on the Serbian “Law On Dual Education”. They see the main challenge to make the new curriculum attractive for the employers – mainly the private service companies – and for pupils. A course can only start if a school has a class of 15 pupils. It is planned to offer an on-the-job training and qualification for forest worker. Only this can secure that improved work quality, safety and productivity can be achieved in a short to medium term. Regarding the postgraduate training the FCH shall in the future be opened for Forest Worker and respective changes in the statute shall lead to internal bodies, so that the professional group of Forest workers is represented. The postgraduate training shall also be offered by the Forestry Chamber.

44 Predlog za promenu formalnog obrazovanja za šumarske tehničare i šumarske radnike
Postoje dve mogućnosti za promenu formalnog obrazovanja šumarskih tehničara i šumarskih radnika: Prva opcija - Formalno obrazovanje u dualnom sistemu za šumarske radnike (3 godine) paralelno sa dualnim obrazovanjem šumarskih tehničara (4 godine). Usredsređuje se na mnogo praktičniji rad oba profila u kompaniji nego sada Druga opcija - Formalno obrazovanje šumarskih radnika i šumarskih tehničara integrisano (dualno obrazovanje) na jednom profilu (nakon 3 godine učenika formalnog obrazovanja mogu napustiti i postati formalno dobro obučeni šumarski radnici, a oni koji žele postati šumarski tehničari idu još jednu školsku godinu (Obe opcije su date na sledećem slajdu) Posle konsultovanja sa Ministarstvom prosvete, nauke i tehnoloskog razvoja trenutno je moguca samo prva opcija.

48 Koncept stručnog usavršavanja nakon završenog obrazovanja za šumarske tehničare
Predlog je da nakon 4 godine formalnog dualnog sistema obrazovanja šumarski tehničari dobiju diplomu šumarskih tehničara (ŠT) Nakon formalne 4 godine obrazovanja ŠT treba da dobiju priliku da provedu 6 meseci ili 1 godinu u šumarskom preduzeću kao pripravnici po jedinstvenom programu pripremljenom od strane Komore šumarskih inženjera Nakon pripravničkog perioda od 6 meseci ili 1 godinu u šumarskom preduzeću svaki pripravnik može da polaže pripravnički ispit organizovan od strane Komore šumarskih inženjera ili šumarskih preduzeća Nakon toga, ŠT dobijaju sertifikat od Komore šumarskih inženjera, i mogu da nastave sa obukom nakon završenog obrazovanja u oblasti za koju su zainteresovani i u kojoj rade. Šumarska komora, kroz Stručni odbor koji je odgovoran za obuku šumarskih tehničara priprema katalog kurseva za sledeću godinu za ŠT. Šumarska komora takođe priprema, preko stručnog odbora katalog kurseva obuke za šumarske radnike, a većina kurseva će se preklapati sa ŠT. Prikaz dugoročnog obrazovanja ŠT je dat na sledećem slajdu.

53 Obuka nakon završenog obrazovanja za šumarske radnike
Tehničke škole u Srbiji podržavaju razvoj trogodišnjeg obrazovanja šumarskih radnika u dualnom sistemu zasnovanom na srpskom "Zakonu o dualnom obrazovanju". Oni vide glavni izazov da novi program postane privlačan za poslodavce - uglavnom privatne kompanije - i za učenike. Kurs se može započeti samo ako škola ima 15 učenika. Planirano je da ponudi obuku i kvalifikacije na poslu za šumarskog radnika. Samo to može osigurati da se poboljšani kvalitet rada, sigurnost i produktivnost mogu ostvariti u kratkom i srednjem roku. Što se tiče obuke nakon završenog obrazovanja, KIŠ će u budućnosti biti otvoren za šumarskog radnika, a odgovarajuće izmene u statutu će dovesti do internih organa, tako da je zastupljena profesionalna grupa šumarskih radnika. Obuku nakon završenog obrazovanja takođe nudi Šumarska komora.
